Help me with my solo-blue deck!

Hey guys I want to build a deck, solo-blue, with the focus being getting Eldrazi Monument out. Any suggestions?
Also, some cards I want to put into it (but am totally up for better options) are Kraken Hatchling , Wind Zendikon , Encrust , Dispel, Anchor to the Aether .

Competitive Level: Against friends and maybe the neighborhood bully.
I'm thinking $35-$75!

If you aim to get cards out fast you need accelerators (obviously).The world of accelerators is vast, and it ranges from straight up direct mana accelerators like Azorius Signet or Abzan Banner to literal cost reducing ones like Cloud Key,and obviously the ones that directly put a card in play like Dramatic Entrance (even though that one's rubbish). I know this tip is very general, but you can search for suitable signets,banners or cost-reducing cards in Gatherer or magiccardsinfo

Oh and btw, by far one of the best walls is (in my opinion) Fog Bank. I mean,in can block Tarmogoyf, it can block Death's Shadow, it can block so many things!
Unless the opponent has a Lightning Bolt, unfortunately it can't deal with that

Thopter Spy Network is pretty good. If you run Springleaf Drum Ornithopter Memnite Grand Architect MindStone Metallic Rebuke Akroma's Memorial Ensoul Artifact Darksteel Citadel Reverse Engineer Qumolox Myr Enforcer Thoughtcast basically some of the more budget affinity stuff, and some anthem effects for your guys.

A Talrand, Sky Summoner EDH deck seems perfect for what you're trying to do.

How competitive are we aiming for here? Because all of the cards you mentioned are like... kitchen-table level. Also, what's the budget?
