Help building a budget simic ramp deck

Hellooo everyone! My friend's birthday is coming up soon, and i want to get him a new magic deck. He really doesn't play magic much, so my decks are way too strong to play against his. He likes playing U/G, and i want to get him a deck between $50-$100. I don't play Simic decks, so i hope i can get some help here. Thanks!

For casual modern I hope? Commander is the best home for simic ramp. The games go long enough and the power level are high enough that you can actually get the full simic ramp experience without everything feeling unnecessarily win-more.

Nonetheless, Gyre Sage is a good fun ramp card if you have proliferate and +1/+1 counters. With the right dumb synergies it can facilitate really explosive things.

There are plenty of big X spells to cast with your mana. Genesis Wave is my favorite.

I admit that I know a bit about green ramp packages in modern, but not much about authentically simic ramp packages. But Utopia Sprawl + Arbor Elf + Garruk Wildspeaker + Nykthos, Shrine to Nyx can make a ton of mana.

Utopia Sprawl + Arbor Elf is the real ramp package.

Add to that some walkers, like say, Kiora, Master of the Depths and you have:

T1: Forest + Arbor Elf
T2: Another Forest, tap it, Utopia Sprawl on the untapped Forest, choosing blue. Tap forest for 2 mana, untap with elf, tap again, play Kiora, Master of the Depths . Use Kiora's +1 to untap the elf and the Utopia Forest and play something else for 4 mana.

Boza I have even seen Fertile Ground / Magus of the Candelabra as backups for that, with Llanowar Elves variants too.

You could try making a UG Turbo Lands deck, though without Jace it wouldn't be nearly as good; maybe make some proxies, or use Riverwise Augur . Modern - U/G Jace Turbo Lands is an example.

The core of it is a mix of Courser of Kruphix / Oracle of Mul Daya to let you play lands from on top of your library, then Brainstorm with Jace/Augur to put lands on top of your library (which you can then play) and keep useful cards. After ramping a bunch and drawing cards, you win with big Landfall creatures like Avenger of Zendikar , Embodiment of Insight , or Rampaging Baloths (which is pretty cool imo).

Oracle of Mul Daya is really expensive, so you might want to go all 4 Courser of Kruphix and play some Wayward Swordtooth or Llanowar Scout or something instead; if your friend only plays casually that would probably work okay. Or just make proxies.

with Risen Reef out you could even try out an elementals ramp deck where you can see if Zendikar's Roil combo'd with reef can do some against the odds.
