Build a deck based around Rise from the Tides

Hey all,

I want to build a deck that can maximize the impact of Rise from the Tides that is modern competitive (and I stress competitive, not just for fun).

It would need to have a ton of instants and sorceries as few lands as possible and ideally no other card types.

My initial thought was to use cards like Mulch and Life from the Loam to set up my grave while still grabbing any lands to my hand.

Another route I'm considering is just building a UW control build that can capitalize off of cheap draw effects like Serum Visions or more powerful draws like Sphinx's Revelation then hold my opponent back with control elements (negation, removal, maybe some life gain) as I draw and play out cards to fill my grave.

But I need help fleshing out either of these ideas into a concrete build. Do any of you have recommendations for other ways to go or other cards to consider that would directly help Rise from the Tides go off quickly, successfully, maximally, and result in a win consistently?

I know in standard there is a mono blue version like this: Mono-U Brains but I don't know how competitively many of these cards translate into modern.

Yeah, I like it.

I've been looking at Storm Combo decks for inspiration on drawing and playing out a ton of cards quickly, but I don't want to commit a ton of space to rituals because I don't "go off" the same way.

Faithless Looting and Thought Scour seem like shoe-ins, possibly Izzet Charm. If you're in green for Mulch etc, a deck like this wants Tarmogoyf. Maybe Mystic Retrieval and Grapple with the Past?

Don't know about Tarmogoyf since I'll really only have 2-3 card types in the grave but maybe. I like the sound of everything else though.

Grixis?

With Faithless Looting and Thought Scour. Black would be for hand disruption and a bit of removal.

Or Sultai for Mulch, Satyr Wayfinder, etc

A LOT of mill spells like Glimpse the Unthinkable, Mind Funeral...etc.
And things like Grindstone, Hedron Crab
And you will need some kind of lifegain, or some fancy blocker (better both) if you want to be sure that you live to cast that spell.

And some recursion is needed in case you manage to mill all 4x of Rise from the Tides into your grave this could be a 2 of Mystic Retrieval, or you could just prevent it by milling only with things like Taigam's Scheming, until you get one of your win cons in your hand.
(Psychic Spiral can be a wonderful secondary win condition)

You will also need some ways to protect your combo from being countered, Boseiju, Who Shelters All, while Shelldock Isle can allow you to cast it when you don't have the mana.

You could play black and use cards like Inquisition of Kozilek and maybe Thoughtseize. (With Duress on the sideboard).

I love the idea but what do you do when they anger of the gods? Seams like a dangerous strategy because you can't really protect them that well. You'd need a very powerful but efficient control deck to back it up.

If you end up going Grixis you could us Gurmag Angler and/or Tasigur, the Golden Fang as potential back up win conditions

I want to avoid delve effects because I want to keep as many instants and sorceries in the grave as possible.

Haha, yeah. Good card, but it conflicts with my main theme which is getting as many Instants and Sorceries into the graveyard and then playing out one or more huge Rise from the Tides the great thing about RFTT is that is doesn't exile the cards when its effect resolves, so if I can play a second or third copy, or find a way to copy the spell then it only gets better each time.

For this reason I'm even hesitant to include many cards with flashback. Things like Faithless Looting are okay because if I cast it for its flashback cost and it gets exiled it still more than replaces the number of cards in the grave, but unless a card replaces itself like this I tend to want to stay away from it.

Alright everyone, I thank you for your thoughts and ideas so far. I finally have a version of the mainboard ready to be evaluated here:Ramble Bamble

I'm now going to begin the process of playtesting this against common meta decks and finding out its weaknesses and tweaking it while putting together a sideboard. Any feedback you guys have about the mainboard or suggestions for the sideboard would be very appreciated.
