What cards are there that add counters of any type? Any color, low CMC unless better than average.

Check out the mechanic Proliferate. It allows you to increase counters on either permenants or players.

Doubling Season is also a fantastically broken card.

It depends how. The best example I can think of that's not absurdly overpriced (Doubling Season comes to mind in that category). Inexorable Tide is pretty solid, since it triggers every time you cast a spell.
