Should mention what your budget is for this project.

Well, this is a deck that is not really possible to skip corners. Sure, you can play without force of will, but other than that, there no real cuts to be made.

Damn, that is less than a playset of Aether Vial. You cannot even get the merfolks only for that much.

This site will help you to see what you need and how much it costs. Since merfolk are about 10X your budget, I would really suggest you to look somewhere else or at least choose a non-blue deck. 150 bucks is not really that much in legacy - a single land can be more than that.

Burn is relatively cheap and has results.

There's pretty much no way you can make a competitive legacy Merfolk deck on $150. I would say that $300 is the absolute minimum, and you'd still be missing a lot of cards people would consider essential. If you want a casual legacy-legal deck, sure, there might be options, but it won't closely resemble what's already out there.

Monored burn is the least expensive competitive deck in legacy.

As a merfolk player, I hate to tell you but if you don't have the AEther Vial for the deck then you may as well pick another deck. The vial engine is what makes the deck so mana efficient and hard to disrupt. They're way more important to the deck than Cavern of Souls even.

Sorry to rain on the parade, the harsh truth is that it's very hard to find budget decks for legacy, more so if you're using an existing archetype. That doesn't mean don't brew, but work your way up to those expensive decks. It took me a couple years to work into legacy, hell even modern is hard to get into at times.

torridus: well, monored runs 12-13 fetches and a playset of goblin guide. So, the competitive version is not this cheap. Ichorid Dredge without LEDs is in the 150$ range, and is competitive (some builds are as competitive as the ones running LEDS).

Merfolk without Vial, Nemesis and cavern is not a deck, but if you want to brew some kind of casual tribal deck, there might be plenty of options...

I haven't seen the price tag on mono red goblins for legacy. The midrange version with Trinisphere other than vial isn't too bad I would think. Especially now that Goblin Piledriver is cheap.

Rodzo: Monored may run 12 fetches but it's still one of the least expensive decks in Legacy. Burn and Dredge are the cheapest competitive decks that I know about ($500-600 paper, or $200-300 on MTGO).

Yeah, I was pointing out that LEDless dredge is about 1/4 the price of burn :)Uh! Also Belcher is a good budget choice (more or less in the range of burn I think...)
