Your design reminds me of the card game Star Realms.
I don't mean to advertise another product on here, but the idea of buying cards and having a certain amount at all times really emulates it.
It's a super fun, fast, and easy to learn game.
But I think the difference between that and Magic, is Magic is a bit more complex when you get into alternate costs and forced costs.
In SR, you only really have to worry about a small economy with the ability to scrap unused ships and bases for more cash.
In MTG, you may need to pay life, discard, or even sacrifice permanents in addition to paying their costs.
An easy way around this is to set it either in the pauper format so cards are not so carefree and reckless, or limit the CMC down to something like 3 or less, and ban Fatal Push as that would be an overly powerful card for that sort of design.
Neat idea though. Just gotta work out the kinks first.

While not bad per se, it is really interesting to ask for eyeballs here, yet for feedback based on info in google docs and to relate that feedback in a chat room.
