I'm not too sure about the specifics of it, but here's the main deal:
You have an enchantment (not sure if this should act like a commander or as a static effect thing instead) and it will be stay out throughout the game, and you build a deck around what it does.
I think this would work best with a highlander sort of thing, but not like commander, b/c I feel like the color restriction would be a lot worse on this format.

We have our own possibility storm planechase card that we include in EDH games, it's mad fun.
Also, I feel like this is just planechase but with one card.

There would definitely have to be a banned list. This sounds interesting but I agree it sounds like Planechase.

This is just sounds less fun than planes chase, also it seems that there is a bigger potential to abuse the global effect than in planes chase cause in that you can just roll off and go to another one.

The Ascension cycle would be a touch OP, no? Mostly Black White and Green, but Blue would be powerful too, and Red could be stupid good if it were non-highlander.

An easy way to balance this would be to have the enchantment apply to the whole table. We play a game similar to this where we use anything with a static effect. Simply pick a card in your deck and pay away.
