Costs

To play a card's Mana cost, all you need is to have the right amount of Basic Lands. You won't need to tap Lands for Mana(unless as an effect or tap symbol), as all Basic Lands that produce Mana cover the costs just for being on the field(as long as they are the right color).

Damage

Numerical damage from Attacks or card effects that are directed at Life are instead dealt to the Library, rather than Life. The Library is both your deck and amount of Life. To deal damage to the Life-Library, put the numerical amount of damage from the top of the Life-Library into your Graveyard. All decks must contain exactly 60 cards(no more and no less).

In place of gaining numerical Life, a Lifegain effect would put the top cards in your Graveyard on top of your Life-Library.

Winning

To win, you must still have cards in your Life-Library the instant your opponent runs out of cards to draw from their Life-Library(you win), otherwise you lose the instant you run out of cards to draw from your Life-Library before your opponent does(you lose). Also, all special winning conditions from card effects still stay in effect, as long as they adhere to the Juleokin Format rules.

Everything Else

Every other rule that isn't changed by the Juleokin Format stays the same for all tournament formats. This Format is meant to be competitive and adhere to the official banlists for each(but independent to) official tournament formats.

One change I’d make - clarify that you lose if you have 0 cards in your library when state-based actions are checked. As you have it written, if you hit 0 cards in the middle of Scroll Rack’s resolution, you’d lose the game, even if you will be putting cards back in the library when SBAs are checked.

You might also need to think about some specific banning. Reanimate and it’s ilk, are going to be disproportionately powerful. Necropotence both fills your hand and your yard due to the paying of life, making this already frightening card even more so. Those are just two examples that’ll be worth keeping an eye on.

Are Simic Guildgate the same as Tropical Island? Can i play Child of Alara if i have 1 City of Brass and 4 Island?

Does Duskmantle Guildmage straight up win you the game?

2, you make a good point. I will consider that.

3, you will have to have each Basic Land required to automatically bring it out without tapping or if you have non-basic or legendary land, you will still have to tap if it shows you the tap button. But say I have all four of Maggot Carrier and a Pulse Tracker, as long as I have one Swamp on the battlefield, I can automatically bring them all out without tapping that single Swamp! And Duskmantle Guildmage, though a good card for this format, is still beatable. You'll be surprised at the gameplay.

2 I have decided to let the rules stand as they are, and I want to see where this goes. If anything, it may help players be more creative and more competitive in the Metagame. It may even change the way cards are made and how decks are structured in the officially sanctioned formats.

3 Also, if I had say Skyscanner, all I would have to do is have 3 of any color Basic Lands. For me though, that's 3 swamps, but I could use any basic land to play it without tapping. Or if I had Sepulchral Primordial, I'd have to have two Swamps and five of any color on the Battlefield to play it without the need for tapping.

i am curious to see how Duskmantle Guildmage doesnt become an autowin. if you have 3 mana on field you should be able to put it on field and activate it's first ability in response to any card they play. unless they win on top of that, they will be milled to death.

also how does ramp work? if i play Rakdos Keyrune and Rakdos Signet while i have a mountain and a swamp out, can i play a Bedevil? if i tap my mountain to pay for Rakdos Signet's ability to play Bedevil, can i play a second Bedevil using Rakdos Keyrune or does the fact that my mountain is tapped mean i can't get mana from it anymore?

i also see a lot of storm decks getting really gross from this. single island into every 1 mana cantrip in the game, throw in a Simian Spirit Guide and and go for Grapeshot. not optimized obviously but the idea is there. actually i see this mostly devolving into combo decks that attempt to win on turn 1 or 2. outside of legacy with Force of Will i don't see a way that people stop this. you mention that there are ways to counter guildmage and that we'd be surprised by the gameplay which makes it sound like you have played against others in this theoretical format. how did you and others keep these combo decks at bay?

I had Tendrils of Corruption as an Instant, I had +2 Murder as an Instant, and others. That's how I took down Duskmantle Guildmage. But Countering him with Blue cards can work too. But once he's on the field, it's gonna be hard to stop him, I know.

Murder (or any kill spell for that matter) wouldn’t work because they would just respond with the ability. even if you use a second kill spell it wouldn’t prevent the ability from going off. Right now I only see counter spell as a response.
