Format that only allows cards that are strictly worse than other cards

Pretty much the title. A format that only allows cards that are strictly worse than other cards. How would a format like this work?

This format would be broken, think of modern and legacy vs. vintage, a large portion of the ban lists for these formats are... "fixed" versions of other more broken cards. Also fee things are strictly worse, it depends on how you define "worse in all reasonable situations", such as Thoughtseize versus Inquisition of Kozilek. Is a basic land strictly worse than a dual land? Is a fetch land strictly worse than a dual land? Fetchlands allow you to ruin your deck and fill your graveyard but cost life. They tried many times to make Black Lotus not broken and still playable. They failed. Same with Ancestral Recall and Time Walk. Worse doesn't mean not broken.

As long as Lightning Bolt is banned due to Shock, then I'm down.

"No see if you want an instant in the graveyard for delirium, and you only have a 3 toughness creature out, and everyone has a Leyline of Sanctity and there are no other valid targets for Bolt, Shock is better because you can cast it on your creature without killing it. So Bolt is not strictly better than Shock."- that annoying guy who always does this.
Seriously though, thats a stupid example, but it
s going to be a problem. Is Tarfire legal, for example? If so, does that mean that Shock is banned?

Yeah it would be broken. Day of Judgment,Imperial Seal,Brainstorm,Treasure Cruise,Sylvan Tutor,Grim Tutor,Cruel Tutor,Diabolic Tutor,Personal Tutor,Lotus Petal and Grizzly Bears would all be legal
