What makes this card so good and coveted?

Necropotence

Trading one life for one card is very powerful, especially when the only limitation is how much life you have (and how many cards remain in your library).

If you have the life or need the cards in hand, it's a very efficient way to refill your hand at the end of your turn. Especially when you're drawing into a bunch of instant-speed removal/answers/threats/etc.

Oh, i understand the idea of card advantage being incredible.

I just don't understand how this is worth giving up your draw phase.

Is the tactic to hold necropotence for a certain time, or do you want to cast it ASAP and draw up to a full hand right away?

I remember it being nasty when a friend filled his deck with Ivory Tower, Hymn to Tourach and Hypnotic Specter, but that was a very long time ago.

You give up your draw step to get as many cards as you want/need. That's incredibly worthwhile.

Plus, you can exile extra cards and then choose the best seven from your hand and ditch the rest.

The idea is that you cast it early, draw 7-10 or so cards with it, and then use those cards to combo off in the next couple of turns. So, for example, you might trade two draw steps for seven cards, with the result being a net profit of five cards.

The only point of life that matters is the last. So you play it, load up your hand, then go off and win. You're trading one free card (your draw step) and X life to draw X cards, which is a huge tempo boost. You generally don't play it right away, you wait until you have some board presence (or have wrecked your opponent's) and then use it to combo off/maintain card advantage.
