So, if I cast Ensoul Artifact on Ugin's Nexus , did I just revive Ugin as a giant skeletal dragon?

Technically, the scissors in Ensoul Artifact were already a thing, and were just imbued with mystical energy, which means that the card is just the energy that takes over the artifact. So yes, you have got yourself one floating, mystical dragon skeleton.
