So what actually Qualifies as a budget deck? for me Anything over ten bucks is expensive. but I keep seeing budget decks in the twenties and thirties... maybe I'm just broke...

Everybody has a different budget / how much they think things are worth, so budget means something different to everyone
for some 100 dollars is a budget deck
the most important thing is having fun after all

I consider $50-$65 to be a good budget, that's what I use for The Cheap Deck Club.

Yeah, it depends solely on the format, the competitiveness, and how much money you actually want to spend. Also, some people may say "budget" but include more expensive cards they already had.

But then I've been chewed out for suggesting Damnation for a Modern deck that was already sitting at $1300 because it was "too expensive," so who knows?

For defining budget, mostly I use the very arbitrary 'rule' that the deck, in total, should not cost more than the sum of its cards , measured against an average of 1$ per card. This gives some room to include 'more expensive cards' as long as their price is compensated by 'cheaper' ones.

So a 60 card deck should not cost more than 60$, while a 100 card deck should not cost more than $100.

As said, the $1 mark is chosen arbitrary... one could just as easily argue that a card (in average) should cost more than $0,75 or $0,50

The budget tag is placed by the user so it's whatever they deem is "budget."

I've seen budget Modern decks that are in the $200s on here, and for competitive Modern that's honestly on a budget.

Just got a do a little searching for your price.

Price tags on Magic decks can be misleading, too. Basic lands technically cost ~15, but they're free IRL. Also, card prices on this site are listed by TCG Mid, which you should never wind up paying with cash. Mid is an approximation of overall value, so there will always be people undercutting each other. Last week, Jace, Vryn's Prodigy  Flip was still at ~$65 mid, but you could pick one up for $48 online.

Truth. Example:

My super glass cannon combo deck I'm trying to build is currently averaged at $1191 (used to be $1298 before Flipper the Mind Mage took a hit). I've acquired most of the deck and haven't paid anywhere near that range. Now you also consider that pre Flipper dive eight of those cards accounted for $800 in the deck (4 Scalding Tarn and 4 Jace, Vryn's Prodigy  Flip). Even at that point there was no way on this earth I was going to spend $800 to acquire those cards. At this point I'd like to get my remaining three VPs for no more than $150. The Tarns I'd like to hit at most $350, ideally $325 or lower.

I'm just trying to put an example behind zandl's point that you won't be spending the numbers you see if you do it right. Do enough searching and trading and you'll be spending far less money on your deck by the time you're done.
