Let's say for example I play Whip of Erebos and my opponent plays Swerve. Is this legal? If it so what would be the interaction?

Spells and abilities are different kinds of things. Swerve can only change the target of a spell, so it can't be used on the activated ability of Whip of Erebos. Also, the Whip doesn't have any targets when it's being cast as a spell. A spell only has a target if it specifically says "target" somewhere in the text or if it's an Aura spell.
