Name of a blue self-mill friendly creature?

I can't remember the name of this creature and it's really bugging me. What I do remember about it:
It's mono blue.
I think it's 1CMC (maybe 2).
It has an ability where if you mill it, you put it onto the battlefield instead.
It's art looks kinda amoeba-ish. I think it's name is a protozoa pun too.
It's been printed in the modern card frame.
It is regarded as a decent card.
Does anyone know what this card is??

Well, I always also forgot card names!
What I do, is to write what the card does in google. Like: "mtg when is put into graveyard from library put into play". Try making this search. The card will show up! :D
