Probably the Djinn because it has a definitive job... does devotion and can outright win the game.
The specter seems cool but doesn't seem to have a surefire way to cast the spells you exile... could be good sideboard tech to consider though?

It vasically depends on the deck, but in a vacuum I definitely agree with . capriom85, do you have some list so far?

Here is what I am currently working with:
And I have a non-completed list of a combination of Curious Obsession , Spell Pierce , Dive Down , Stubborn Denial , and Wizard's Retort , which I have not yet finalized. I may even go down to 2 Tricksters and 3 Copters to make room.

Seeing how aggressive this list seems, you should definitely go with Djinn. The specter seems totally off here.
If I've been counting correctly, you have five empty slot. As this is basically a Flying Men deck, you should definitely include a playset of Curious Obsession . To stay true to the aggro plan, some number of Dive Down should be your choice for the control spell.

I will be including the Djinn based on that, but I just realized Smuggler's Copter was banned on Dec 2nd. Looks like I have 4 more open slots. Not happy about that at all...

Mu Yanling, Sky Dancer is on my radar for sure. I like Winged Words a lot here! I’m not sold on Shorecrasher Elemental , yet. I’ll probably okay a mirror match of ju deck and lose to it, though, so I can be way off there.
+1 for “pips”, though. Wizard 101 nostalgia.

I've been playing mono U pretty much since pioneer was announced, and I much prefer Tempest Djinn over Nightveil Specter . Being mono U means it's pretty hard to play most of the cards exiled with Nightveil Specter unless you specifically hit one or two lands with it first. Tempest Djinn also just provides a lot more pressure, which is important in what is an aggro deck at its core.

K00lDudE1, that’s sort of where I am arriving the more I play the deck. I played Mono U when it was standard and I used the Specter because it was the best UUU option at the time.
