Looking for U/G (simic) card referrals please

So I have this deck concept idea bouncing around in my head, and without giving away too many spoilers one of the combos I wish to use is Enter the Infinite and something similar to Psychic Spiral. Although I wish for the ability to shuffle my hand and graveyard into my library for a relentless library assault. Preferably looking for recommendations with low mana cost, but am looking at all suggestions! (Including deck ideas too)

Sorry I wasn't more specific Delta-117. The deck I am hoping to create is one that allows me to recycle my graveyard and hand back into my library. Time Reversal and Elixir of Immortality are great suggestions, but I would prefer to only shuffle my cards back. In this strategy I believe that it will be incredibly frustrating for my opponent(s) when I keep getting my graveyard back.. if this game play sounds ridiculous please say so.

Well in that case there's Praetor's Council, Seasons Past, Wildest Dreams, Perpetual Timepiece, Mnemonic Wall, Archaeomancer, Eternal Witness, Creeping Renaissance? That better?

(Side note: Why did somebody have to go and name their deck Praetor's council...? I hate when that is done with cards that you try and link on here).

One other thing, is this for commander by the way? If so, have you seen the card coming in Dominaria known as Muldrotha, the Gravetide? I think it could very well suit your purpose if your willing to switch to sultai colours.

Delta-117 no I had no intention of making this an edh deck only because the people who I usually play with don't play the edh format. With that being said switching to edh is something that I will consider.

I'm rather stubborn when three colors are involved. I recently purchased a conspiracy pack and obtained Leovold, Emissary of Trest which started me on the path of "controlling my opponents draw" then Jin-Gitaxias, Core Augur came to mind. If my opponents hand size is reduced by seven then it creates an immense amount of pressure.
I was hoping to create a deck with control elements, but not the traditional way to control. All the while being able to recycle my graveyard. (And hopefully use my opponents cards against them.. just haven't been able to find the u/g cards yet) A splash of black may be just what I need.

Do you mean something like Elixir of Immortality or maybe Kozilek, Butcher of Truth / Ulamog, the Infinite Gyre, is that sort of something you mean you are looking for? Also thought of Time Reversal and Scroll Rack.
