Kitchen Table Format?

I've looked online a bit at variant formats of the games, but I haven't found anything that fits this seed of an idea I've had...

Basically, I'd like to find/create a format that recreates a casual experience without being singleton or strict pauper. The idea goes something like this: 60 card deck, limit of 5 rares/mythics at most , limit of 15 uncommons at most. Rares/mythics limited to one-of, uncommons limited to three-of (or maybe 2-of?), commons, as per usual, limited to 4-of. I think the only card that would need to be banned would be Relentless Rats .

I feel like a format like this would capture what it was like to be a strictly-casual player with a limited budget for cards (and building mostly from cracking packs and trading with friends.) Has anyone seen a format like this outlined before? What do you think would be the strengths or weaknesses of such a format?

Introducing Noble: the Format, this format has similar goals as the one you just laid out. It's not quite the same, though.

I would imagine Shadowborn Apostle would get the ban with Relentless Rats , possibly even moreso due to the utility it provides of being able to tutor up any Demon and drop it in play at instant speed. If I built a deck for this format and Apostle was legal, I'd dedicate all my Mythic/Rare slots for Griselbrand , Demon of Death's Gate , Desecration Demon , etc.

@ playingonabudget Noble looks interesting, but I was looking for a way to play that got away from EDH and pauper a bit more, something that took a cue from the way rarity is distributed in packs. Thanks for the heads-up, though. Noble's rules could serve as a template for me...

@ ljs54321 Good point. I had forgotten that Shadowborn Apostle could tutor any demon, not just Desecration Demon . I guess this format would need to ban any card with "A deck can have any number of cards named ~" text.

Giving it a bit more thought, if I were to go ahead and try to outline this new format, it would need a name that was not confusing and gave a sense of what it is (sort of how EDH became "Commander.") I was also thinking of only including printings of cards where the rarity is obvious with the gold/silver/black scheme.
