Is there a no Reserve List no Pain-Fetches format with Partial Paris?

Which format is closest to supporting these rules?

  • No cards from reserve list are legal.
  • No pain fetches, I.E., Polluted Delta.
  • Can use cards from any black-border product unless violates the first 2 rules.
  • Partial Paris Mulligans
  • Banned and Restricted list is the same as Legacy but other rules take precedence.

What's the closest thing to this format I could play? Does it exist already?

Let me just go ahead and answer the questions I know some of you will ask because for some reason you're taking this as an attack on your favorite formats:

I could understand all of this except "no fetches." That part just seems arbitrary. Nothing shows fetches make tempo too strong... other decks just use other lands. Nothing wrong with that.

Jay I wasn't going to get into the reasons behind any of these, but the 3 points on fetches is just off the wall. None of it is remotely true.

Just...no. That's not the point here. The point is everything is so...unnecessary.

I still feel like the reasons given for not allowing fetches are invented as a way to justify, well, not liking fetches. None of those reasons is a legitimate one for excluding fetches from a format, and they're not wholly accurate, either.

You guys are all hung up on fetches while the idea as a whole makes no sense, appeals to a tiny portion of the player base, fills no real gap between existing formats, and has no realistic chance of gaining any sort of acceptance from the community.
