Is there a no Reserve List no Pain-Fetches format with Partial Paris?

Which format is closest to supporting these rules?

• No cards from reserve list are legal.
• No pain fetches, I.E., Polluted Delta.
• Can use cards from any black-border product unless violates the first 2 rules.
• Partial Paris Mulligans
• Banned and Restricted list is the same as Legacy but other rules take precedence.

What's the closest thing to this format I could play? Does it exist already?

Let me just go ahead and answer the questions I know some of you will ask because for some reason you're taking this as an attack on your favorite formats:

Why no Reserve List cards?

Because they are already expensive and WotC will not print them again. This means that eventually eternal formats (coughLegacy/Vintagecough) will die.

Why no Pain Fetches?

Pain fetches are a nuisance in my eyes for three reasons:
1. Fetches take up to much time.
2. The small % differences of drawing a land every time you use a fetch while minuscule are something taken into account when deck building.
3. This one is personal preference: Not having pain fetches leads to deck building in a more natural ways. Tempo players will use more draw spells to refill quicker, fatty decks go fatter from drawing more lands naturally, prison decks are somewhat more viable without overly powerful cards like moxen since the enemy will top deck lands more often, and a combo like Twin wouldn't be insane because they would draw gas/combo slightly less, to the point where it would be fine, especially with partial mulligans.

Why use cards from all blackborder sets?

Let me answer your question with more questions:
1. Why not play your leftovers from commander in a 60 card deck?
2. Why not play your Conspiracy cards in a 60 card deck outside of Conspiracy?
3. Why not use planechase cards outside of Planechase?

Legacy/Vintage adopting cards from supplemental products is one of the things I really like about those formats. Most of the cards printed in these supplemental sets are between modern/legacy power level, being much more closer to modern.

Why Partial Paris?

I've played with Partial Paris and Vancouver in EDH (Singleton format) and Standard (Kitchen table I guess, but we would netdeck and proxy out stuff) and I've come up with some conclusions here:

1. Vancouver seems to be better for newer players because it doesn't require as much practice. As long as you have enough lands in the deck you will get to play beacuse chances of land screw are lower.
2. Partial Paris seems to encourage combo decks because they can keep the 1/2 of the combo while tossing the rest.

Here's how it actually plays out in every format:

1. Decks have to be built with more dual lands and more land in general. More incentive to run 4x a card you want. Deck variance is lower leading to to the same decks swapping place back and forth in top 8s. Think how one week Dredge is the hotness and the next it's garbage. For standard think Ojutai Dragon Control then Aggro then Siege Rhino. Again, this is beacuse you have to have 4x of your hate cards which means everybody jams 4 of them or only plays decks with 4 ofs that are naturally good against last weeks deck. This would still happen with partials but not as bad, which leads me to my next point.
2. Combo players are able to partial but so are you. You can partial towards a hate card or a card you need to stabalize. If you suspect Staff of Domination partial to Kolaghan's Command or a Inquisition of Kozilek. If you suspect fast goblin aggro partial towards your Spellskite or other blocker.
   

Why use Legacy Banlist (or any) if cards from Reserve List aren't allowed?

There are cards outside of the Reserve List that are quite insane too.

I could understand all of this except "no fetches." That part just seems arbitrary. Nothing shows fetches make tempo too strong... other decks just use other lands. Nothing wrong with that.

Jay I wasn't going to get into the reasons behind any of these, but the 3 points on fetches is just off the wall. None of it is remotely true.

I still feel like the reasons given for not allowing fetches are invented as a way to justify, well, not liking fetches. None of those reasons is a legitimate one for excluding fetches from a format, and they're not wholly accurate, either.

You guys are all hung up on fetches while the idea as a whole makes no sense, appeals to a tiny portion of the player base, fills no real gap between existing formats, and has no realistic chance of gaining any sort of acceptance from the community.
