Blue card with sword in water?

There's a card I'm trying to think of but all I can remember is the art.
I feel like it was a hoser against red, but I'm not sure. Anyway, the art is a flaming or glowing sword halfway dunked in a river or lake or something.
Does anybody know what this card is?

No I think it's an enchantment. Maybe an instant or sorcery. Not an artifact or creature though

We need Chill in modern so bad...it would allow 
Stoning to death to completely shut out burn players. Combined with Snap and Fulminator Mage we could laugh our buts of forever!
