What are the best tools I can use to get the most out of MTG?

I use an app on my phone called MTG familiar to look up cards. Is there something similar for a PC?

Is their a nice app to track the best prices of cards?

Is there any software that will let me play-test new decks? Suggest similar cards to others? etc etc

Mtg familiar just uses prices from tcgplayer.com you can also check out mtggoldfish.com for prices. Play test? cockatrice is very casual and not rule oriented. Untap.in (a website) and xmage (a java based program) can both allow you to playtest against other real people with any cards you want.

I think TappedOut is kinda the best thing per your interests. Cards are priced, there is a playtest feature (one a player only though), and a multitude of people and decks to both inspire and seek inspiration from.

There is a website, Slightly Magic, that created Forge, a Magic The Gathering simulator. It uses all the rules and can be updated for all the new cards, I recommend it highly.

I like magiccards.info for looking up cards and prices on the computer. It won't suggest similar cards per say but you can search the oracle text with their advanced search to find similar effects.

Is there a place to find reviews on particular cards. Sometimes I overvalue or undervalue particular cards compared to others (I can't understand a cards price for example). Where is the best place to get a simple card review?

Gatherer has community reviews on cards. And Channel Fireball will periodically do reviews on best/worst cards with reasoning behind it. Then if you are interested in limited or standard there are set reviews done by The Magic Show and Limited Resources just before each set releases.
