UR Delver (Splashed Black) Is this any good?

I have splashed a little black in a UR delver deck without snapcasters (as I can't afford them) and was wondering if anyone had any pointers? For example: Is Surgical Extraction main board fine to catch people unawares or is it simply bad?

Well, you'd have to be pretty sure of what your playing against in those first couple of turns in order to make it effective MB. For example, you can't just see them play Marsh Flats into Overgrown Tomb and assume that your playing Abzan Midrange and declare "Siege Rhino." It could very well be a Collected Company variation, Wilt-Leaf aggro, or some Rouge brew even. And by time you've decided what your playing against, it'll probably be too late anyway. In SB, it's an excellent card choice, but it doesn't do as well MB. Siding out Thoughtseizes into Surgical Extraction is perfectly fine, however.

Would you say that Thoughtseizes would be viable in this deck without any mana change to have as MB over Surgical Extraction, and if not what would you recommend I change?

A Blood Crypt and a Bloodstained Mire should be consistent enough. As far as I can see, 2 Thoughtseize would be all of your MB black. 2 sources and 9 fetches should be good.

My bad, you have no Scalding Tarn. In that case, add 3 Bloodstained Mires.

Maybe cut the swiftspears for him? If so I would definitely need another source of black I guess

Nah, Monastery Swiftspear is too good to cut all of them. You also don't want more than 2, MAYBE 3 Tasigur, the Golden Fang. He's legendary, and you can only pay the full Delve cost once and a while. I would say cut the Grim Lavamancers for him. And yes, another black source would be fine. I'd run a single Swamp for it, due to you already having the 2 black Shocks you can run. And maybe a Mountain to go along with it.

Looks pretty solid, but you may want to consider a 4th Monastery Swiftspear. Also, finishing the SB to 15 is a must.

Of course, I have hardly thought about the sideboard yet. What do you think would be good to cut for the swiftspear if I was to add a fourth?

I'd say Vapor Snag, unless you have a specific use for it. Still keep a 1-of tho.
