The Ultra-Budget series is back and needs your help!

Hello TappedOut! It's been a while. I used to do a series of Ultra-Budget decks here that were super popular. I stopped, unfortunately, because my entire Magic collection was stolen, and along with it, my drive to keep building decks. But that's in the past. I'm back and looking forward to contributing to this excellent community again!
My new deck - Ultra-Budget: Teenage Mutant Ninja Wizards - is my first attempt to build something blue, so I'm a bit out of my wheelhouse. But I wanted my first deck back to relaunch the series with something cool and different from the stuff I've built in the past. Unfortunately, since I've been out of the game for a while, I'm not super familiar with recent trends/releases (in addition to just not knowing blue very well) so I could really use some extra eyes to help tighten this deck up while remaining within the Ultra-Budget constraints.
So I am open to any and all suggestions. If you think of something that could improve the deck, please comment on the deck itself and we'll get the discussion rolling. I love working with this community to refine these decks. I've missed it a ton and I'm happy to be back at it!
