Number of Tapped Lands

So I made a Abzan deck for post rotation, but between the 3 color lands and temples, I have 13 lands that enter tapped in the deck.

My question is, do you think that is too many? And if so, should I replace them with painlands or basics? Also, now that I have End Hostilities in the deck, I don't think I need the 1 Duneblast anymore, but I don't know what I should replace it with so suggestions for that are also appreciated.

I run a similarish deck to yours, and I run 9 taplands, all Temples. The biggest thing about midrange is that it wants to stabilize early enough to keep from being blown out by aggro, but conservative enough to keep from being blown up by control. Taplands are fine against control when most of their early turns are dropping their own taplands, but they might get you killed against aggro. I would say for a midrange deck that doesn't focus on control-y aspects,you want most of your land to come into play untapped. An easy way to fix this would be to add Mana Confluence s instead of Sandsteppe Citadel , but that can be costly in terms of money and, to a lesser extent, life. Otherwise I might remove a couple Temples or 3 for more pain lands, basics, or mayyyyybe fetches. If you have a couple Urborg, Tomb of Yawgmoth , you should only need an extra basic Swamp.

For a Duneblast replacement, another Sorin, Solemn Visitor , Abzan Charm , or Elspeth, Sun's Champion would probably be best.

I'm running 14 tap lands currently in my sultai control list, and that's a pure control deck. 13 seems possibly a little slow for a midrange deck, as it will slow you towards control status of mana.

So if I cut out the Sandsteppe Citadel , what Temples should I cut? I figure 8-9 tap lands is about where I want to be at. And I think I'll add in basics and maybe a few painlands in their place, I kind of want to avoid Mana Confluence for monetary reasons and Urborg will make my basics better anyways.

Considering your deck is playing Urborg, Tomb of Yawgmoth , I think four Windswept Heath is mandatory.
