Noob to Magic; need help building a good blue/black

I want to make a really good blue/black deck I can use to piss off my friends who I play magic with.
The one I have constructed is a mill/discard themed deck but I wanna hear some suggestions from the players on here on what would be the most savage kind of blue/black deck.

Mill is not a super powerful strategy in most formats, so personally I would lean more towards something else. Maybe just straight control with a win condition like AEtherling or smaller unblockable dudes like Infiltrator il-Kor. Zombies can be great too if you want super resilient threats, but they are not usually very hard to block.

IF its for standard going blue/black control with Marionette Master and Tezzeret the Schemer as win-conditions can be pretty cheeky. Lots of good control spells in standard right now. Disallow, Supreme Will, Cancel, Spell Pierce, with kill-spells like Walk the Plank, Fatal Push and Vraska's Contempt, and Bontu's Last Reckoning. Then a good CA with Glimmer of Genius and Opt. You could even have a Duress or Harsh Scrutiny in there if you really like discard that much, but generally control decks are the most annoying for people to deal with.

I play a casual blue black that utilizes a lot of "freeze/stall" spells as I like to call them. Creatures like Frost Lynx, Watertrap Weaver, and Fogwalker; Harbinger of the Tides. Enchantments such as Malfunction, Ice Over, and Claustrophobia. Play instants like Send to Sleep, Chilling Grasp, and Ojutai's Breath. As far as black...Deathstroke, Assassinate, Royal Assassin, Rathi Assassin, Stalking Assassin, Murderous Compulsion. Throw some nasty flyers in the mix and you're sure to piss off your friends.

3 questions:
What format, what do your friends play, and what is the budget constraint.
In general I would run dimir zombies, with stuff like Gravecrawler, Fleshbag Marauder Unbreathing Horde, Endless Ranks of the Dead, Undead Alchemist, and Cryptbreaker
