I'm looking for a Theme for a deck that can produce tokens and is also, cheap. (Cant do those expensive Goblin Guides and so on)And yes, i want to build a deck with tokens because i want to use custom tokens.

Easily the most powerful budget tribal token deck is Goblins. (And you don't need Goblin Guide!)

I don't have a sample decklist available, but the kind of cards you could consider are Krenko's Command, Hordeling Outburst, Goblin Arsonist, Goblin Bushwhacker, Foundry Street Denizen, Goblin Chieftain, Goblin Wardriver, Goblin Grenade, and most importantly, Krenko, Mob Boss.

Also, if it suits your fancy, you can add Quest for the Goblin Lord and you can put in Goblin Assault (which is a budget version of Goblin Rabblemaster.

haha yeah I got you, the best zombie token deck that is budget is Blue/Black, that is because Lord of the Undead and Death Baron are really expensive so mono black is out of the picture.

The cards you will need are cards like Diregraf Captain, Diregraf Ghoul, Cemetery Reaper, and from there you can look into token generators like Endless Ranks of the Dead, Undead Alchemist, Quest for the Gravelord, or Wakedancer.

Two other token tribes...

Soldiers: Use producers like Precinct Captain, Raise the Alarm, Cenn's Enlistment, Timely Reinforcements, Hero of Bladehold, Benalish Commander, Captain of the Watch, Elspeth, Knight-Errant, Conqueror's Pledge, Mobilization and Martial Coup along with soldier tribal cards such as Veteran Swordsmith, Veteran Armorsmith, Preeminent Captain, Field Marshal, Rhox Pikemaster and Ballyrush Banneret.

Spirits: Spirits can go four ways- mono white, Azorius, Orzhov, or Esper. No matter what, you have access to Midnight Haunting, Spectral Procession, Elgaud Inquisitor, Mausoleum Guard, Doomed Traveler, Sandsteppe Outcast, Triplicate Spirits, Promise of Bunrei, Long-Forgotten Gohei, Gallows Warden, and Twilight Drover. Blue gives you access to Moorland Haunt, Battleground Geist, and Drogskol Captain. Black gives you access to hand disruption, Lingering Souls, and Zealous Persecution.

You can also use Honor of the Pure and Intangible Virtue for both decks.

Note: Not all of these cards are good/Modern playable (Veteran Armorsmith, anyone?)

Best themes are probably goblins, but you said no, zombies, and soldiers. Spirits or an Essence of the Wild type deck would have been great a few years ago with Innistrad, but I definitely prefer soldiers at the moment. You might be able to pull off a saproling deck too. I don't really know any good token spam cards that are standard, but I hope this helped anyway.
