I cant make it modern because of some of the very important cards in it are banned from modern

You know Mana Crypt is banned in everything except Vintage where it's restricted? I'd just skip out on all of them and get a set of Show and Tells and Force of Wills.
You'll have a very powerful Legacy deck for the same price. You also get far more consistency. Not to mention, you get to stick with mono-blue, letting you avoid messing around with the green splash.

This is not a Modern deck. If you care enough to ask for help you should care enough to do a little research first
