Mono-blue discard

Hey! I was looking for some cards to do a discard mono-blue deck, just for fun. I live in Brazil, so, mtg cards are expensive. I was checking for alternatives to Counterspell , Jace's Phantasm , Hedron Crab and Tunnel Vision . Are there?

By discard deck do you mean mill deck? Putting cards from the top of the library to the graveyard is called milling.

You can look up cards from card databases. My favorite is magiccards.info:
