Phenax, God of Deception , Consuming Aberration , Pack Rat , Desecration Demon , Jace, Memory Adept and some control could be pretty wicked. The 5 slot would be a little full, but the interaction between those 3 could be epic.

Mind Sculpt just got a reprint too, we're losing Breaking / Entering sadly. Same with Codex Shredder .

You could build a control shell around Grindclock and defenders with Phenax, God of Deception as another win-con.

May I ask why Chronic Flooding is a must? If you're looking for a pre-rotation deck, my above suggestion would work nicely with Vorel of the Hull Clade . Regardless, unless there's a nostalgic or other connection with the Flooding, I'd say it's a little slow and unreliable.

With Chronic Flooding it might be a decent early game card, but by turn 5 or 6 with more than 4 or 5 lands, the card is a dead card. I would focus more on the Phenax, God of Deception interaction with big-butted creatures like Wall of Frost and Omenspeaker , then add Triton Tactics to untapped and use them again at a +0/+3. The card is great for this.

Mill will be losing some great cards after rotation. But as of right now the strongest combo i have seen in a match is the Notion Thief Whispering Madness , With Jace self milling and then using a Psychic Spiral to finish the job. Rotation will leave a lot of empty spots in the Mill department until we see what Khans has in store for us. I love mill as a win con. It is just fun to watch your opponents face as all that he was hoping to draw just gets dropped into the yard.Phenax is one of the cards that post rotation(and prior if used right) that is must. I have to agree that chronic flooding can get tossed. Grindclock will be a thing for anyone running any type of mill i would think,. And some will base their deck around it solely.. not a bad idea really as it will do plenty of work. BUG defenders is def a viable option right now for Mill.

Phenax, God of Deception is a given as is Doorkeeper , Wall of Frost , and a couple of other defenders that i cant think of. As to why Chronic Flooding , its been usefull to me it the past. Grindclock I hadn't even cosidered. Thanks for that.

Ashiok, Nightmare Weaver I think is an automatic four-of. He gives you a lot of protection by stealing creatures, while working on your win condition.

The issue you're going to run into with mill is that your opponent is effectively at 53 life (how many cards are in their library) instead of 20 and has a Phyrexian Arena to start off with. Your mill cards need to have serious impact. You essentially need to mill 2.65 to do the equivalent of 1 damage, otherwise you're better off playing burn. Consider that a card like Mind Sculpt costs two mana, but is basically dealing 2.6415 points of damage...that's worse than Lightning Strike . Chronic Flooding is much weaker. It'd be like having a 2-drop enchantment that reads "Whenever enchanted land becomes tapped, it deals 1.132 damage to its controller."

That being said, work on being a hard U/B Control deck with milling as its win condition. Don't let the tail wag the dog and be a mill deck with elements of control. Be a control deck with elements of mill.

I have to agree with Ashiok, Nightmare Weaver . With Jace, Memory Adept rotating out of standard, Ashiok is going to be the Mill Master. Combine that with Phenax, God of Deception and the Wall of Frost , and you have a very good setup there. Omenspeaker and even Sigiled Starfish to help with milling, scrying and card setup maybe even Disciple of Deceit if ya feel froggy and honestly I think you can be competitive here.

If you have the money for a fancy land base, BUG is an option with defenders, defender ramp, and Prophet of Kruphix to make Phenax even more deadly. It would be a cluttered deck though.

Yeah I was thinking that BUG control with Phenax would be the way to go, especially with Chord of Calling getting a reprint.

ive tried building mill but whateer i do i miss a descent wipe card so was leaning towards esper due to Supreme Verdict

but if rotation doesnt bring another ''perfect wipe'' Drown in Sorrow is the thing to go for anyhow so doubt white would be needed as much then.
