What should the name and cmc of this card be?

Artifact

When ~ enters the battlefield, each player sacrifices a Plains, an Island, a Swamp, a Mountain, and a Forest, then searches his or her library for up to 5 basic lands that share a basic land type and put them onto the battlefield tapped, then each player shuffles his or her library.

Is the fact that this ramps players without every land type in play an intentional part of the design or is it just supposed to be a multi-colour hoser?

Both aspects of helping players running fewer colors and hurting players running more colors are intentional parts of the design.

Well, that is an incredibly powerful effect. One suggestion for mana cost that I think would make for an interesting deck building challenge would be but if you're committed to the idea that this should encourage mono-colour play, I think or would be around the right area to think about.

As for the name, maybe along the lines of "Mana Singularity" or something with a similar tone to Back to Basics like "Down to Earth".

Well, for both of those, would your recommendations change since its an artifact?

Oh, duh, I completely blanked on it being an artifact. You could certainly still do a 5-colour artifact if you wanted but if you want it to be colourless then I'd definitely err on the expensive side of things, so probably , especially since you can flicker it to re-use the effect.

I think the "Mana Singularity" suggestion fits the tone of an artifact better, though it obviously depends on what kind of flavour you want for the card.

I would definitely cost it on the 8 or 9 level or add some sort of casting restrictions maybe have it exile itself after a turn?

Well Sundering Titan is mana, so for a similar effect without legs 7 maybe? Down to Earth is good name, though since the effect is similar to Sundering Titan you could do something like "Sundering Engine"

Sundering Titan is banned in EDH for a reason, and let's be real, that's the only place this would see play. So does it need to be an artifact, or can it be a sorcery/instant? Permanents are simply too easy to flicker.
