I guess. I just thought populate x times was pretty powerful. Would instant be better?

I would make it a 2/2 wolf or bear at least and this is a good card for commander supplemental product.

Take off an because White Sun's Zenith is not broken at all. Populating X times is amazing if you already have a good token out. The name would need to change though, and even the making of the insect could be changed.
Here's an example.
Trostani's Call (X)(G/W)(G/W)(G/W)
Sorcery

I actually think might be ok. I mean Parallel Evolution cost CMC 5 to cast and it gives you a copy of all of your creatures. This is better and worse in some ways since you can target the same creature for population multiple times.
I like the idea, what if it was: InstantPut X 1/1 white bird tokens with flying onto the battlefield. Then populate X times.
this way you at least get a good amount of birds out ouf it regardless of the number of other tokens you had.

So... 5 mana, 2 tokens? 7 mana, 3 tokens? Seems a bit bad.... Of course, with unlimited mana, it is good. But I think that there are better "infinite mana win cons"!
