Yes, I feel like the boros cost is kinda off. I'd go full mardu for such an effect . You can make it a 2/3 or something for that cost :)

I based the two cost originally off of Legion Lieutenant but the three cost makes sense the way it's been discussed.

While I think it has been pretty well-established this should cost three, I had some custom card creation advice you might find helpful for determining the mana cost of a card. There's a bit of a hierarchy to how mana costs work, which can generally be described as follows:

Generic mana is at the bottom of the hierarchy, and is "worth" about half as much as a coloured mana. Intuitively, this makes sense--it doesn't demand significant colour fixing, so you'll always have a land that will work to pay the cost. Wizards seems to recognize that it takes to be equal to a coloured mana, hence the symbols.

Somewhere between generic mana and coloured mana are the coloured hybrid symbols. In most decks, these are slightly glorified ways of indicating generic mana--you technically need something coloured, but, just like generic mana, you'll pretty much always have at least one half of the symbol, so it's really not all that limiting.

Then we get to coloured mana symbols, which require an absolute, and thus are limited by what lands and fixers you have fielded.

I find this is a helpful starting off point, to be used in conjunction with looking at the mana costs on existing, similar cards.

Funkydiscogod Supreme Phantom and just because there is MORE 3 cmc doesn’t mean anything. It really depends how strong the other vampires in the set are. Since this won’t actually be printed in a set with other vamps it’s safe to make this a 2 drop.

Goblins are stupid strong, if they printed a 2 mana lord, Goblins would be impossible to beat. Vampires are not that strong, and don’t have that many synergistic cards.

Daveslab2022 Here's the thing though, while yes you're technically correct that the power of the card is determined by the cards around it, there is a reason why lords with keywords in general sit at the three mana slot. The fact that there are so many does in fact mean something, though it shouldn't be the only consideration. My problem with making this 2 mana is the Haste. Vampires tend to have "when this card deals damage to a player/creature" effects, couple that with haste, a super powerful evergreen mechanic that can bring those triggers immediately, I think it pretty easily sits at three.
