Replace all instances of a number in the effect of the next instant or sorcery spell you cast this turn with X.

It makes sense. It seems too expensive to be broken.

Even something like Gut Shot would cost you 5 mana, 2 life and 2 cards to deal 2 damage instead of one to one target.

It's usefulness depends on what else is available in the format. I'd hazard to say it's too expensive to be useful.

This spell will be hard to balance playability with brokenness because most cards that add some effect to the next spell you cast (like Quicken ) are fairly inexpensive. Even something like Arcane (see Desperate Ritual ) isn't prohibitively costed, but asking for X is more of a mana sink than anything.

It doesn't mean it's bad design, it's just that it's uses are limited. Many cards have limited uses.

That being said, if you want to increase the power level my thought was put an additional cost on it. Give it a static cost like 1UU and an additional cost of "when you cast Out of the Blue do X." It could be exile X cards from your hand, sacrifice X creatures, pay x life...something additional to justify whatever bonus you're giving to your upcoming spell.

I would let it target abilities, and I would let it target your opponent's stuff. Doing it for 0 on an opponent's Giant Growth would be fun, and it'd also be fun with sorin's -3. (maybe a little too broken, but remember there are far stupider combo decks.

@kingsorin: the only thing is that it does not target. it just says the next spell cast. So it would have to be a proactive casting for that to matter. Like, cast this at the beginning of your opponents turn. however, this could also create advantages for the opponent by making drawbacks smaller.
