I've designed custom cards for a while over on https://mtgcardsmith.com/ () and not so long ago I made a card referencing The Professor from Tolarian Community College.

I'd love to hear your thoughts!I'm thinking it could be Legendary?

This card would be a ton of fun! I think it's balanced too, but I would make it legendary for flavor reasons ;D

I wouldn't push it any lower. It's giving free value to all opponents, which typically is at when looking at cards like Omen Machine, Gate to the AEther, and Knowledge Pool. I think 3 would make the card playable as it becomes cheap enough to try to abuse, but I wouldn't push it more than that.

Good point! I think I'll leave it as a non-Legendary for now. The Professor has multiple anyhow ;)

I would make a few little changes, just to streamline the wording a bit.

"... you may exile the bottom card of target player's library."

That works for Mill, and Player Control.

It also makes using the Artifact more strategic.

"Whenever that player casts their next spell, if they cast it from their hand, they may also cast a card with the same converted mana cost as the exiled card, without paying its mana cost.

If that card would be put into a graveyard this turn, exile it instead."
