Tools for building 2DH decks

I'd like to build a 2HD (2 dollar edh) deck but I'm not sure how to do so in a time efficient way--that is, not having to check prices and legality of individual cards on a one by one basis. Are there any tools I can use to make this process easier? For example, a tool that automatically creates a card pool of all legal cards, given a set of conditions (equal or lower than $2, duel commander banned list, blue or green, etc.)?

Scryfall can do that. Just put "usd<2.01" in your search.

It's a little clunky, but I think this will get you closest to what you want. The only one of your boxes that won't get checked is the dual commander legality, but that's fairly simple to look over yourself.
