In order for Scion of the Ur-Dragon to use Bladewing the Risen 's second ability, it must enter the battlefield as a copy of Bladewing.
Scion's copy ability does not cause Scion to leave the battlefield and then reenter it as a copy. Rather, it becomes a copy of the creature without moving zones.

I've read a lot about this as well. The best suggestion and the only way I can see the combo working is to use Scion of the Ur-Dragon to put Teneb, the Harvester in your graveyard, pop Teneb back into play somehow (yes Bladewing the Risen would work but not using Scion because they would destroy each other due to the legendary rule), fill your graveyard up with dragons using Scion, then pop them back with Teneb (caution, the legendary rule will apply, so if you dumb a legendary dragon don't pop him back that turn because Scion will be a copy of him, thus destroying both). If you do make this deck I'd love to see it, I've been wanting to make it for a long time but just haven't had the time.

Also Bladewing the Risen 's ability is an etb ability. So if you make scion a copy of bladewing, there is no etb trigger because scion was already in play when it became the copy

I don't know how the exact rules go, but I know that the answer is no. Bladewing's ability doesn't trigger when he is copied by Scion. It has something to do with the fact that Scion neither leaves nor re-enters the battlefield when he is becoming a copy.
Hopefully someone else can give you are more definitive answer.
