Is it possible to make a Phage the Untouchable commander deck. If it is, how is it possible?

Torpor Orb is the only option for black, Hushwing Gryff being the only other option but being unplayable with Phage the Untouchable as the commander. So unfortunately unless you plan to tutor and recur (if it doesn't get exiled) Torpor Orb than phage will more than likely kill you instead of the opponents.
Lich's Mirror would be a fun little option to pair with Phage, Platinum Angel is another which could stop her from downright forcing you to lose.

Since Phage's abilities are all triggered abilities, you can also use Sundial of the Infinite to end your turn before they resolve.

Originally Phage's creature type was Minion. I could swear prior to Conspiracy her creature type in the Gatherer was Zombie Minion. I ended up getting a copy of her for a zombie tribal EDH deck. With the Conspiracy reprint they changed her type yet again to Avatar Minion. What the hell is a Avatar Minion? Nodwick?

I believe He_Who_Seizes_Thoughtseize has a deck built for her. There are more ways than what were listed here.

"I do unto others as others have done unto me." is my list that I used.
Playing Phage as a Commander is so sweet, since a lot of people don't expect her to be very "useful." The deck I ran could very easily play without her, but once I got her into play, the focus shifted to find the kill conditions. In addition to what has already been mentioned, you could also use Withering Boon to counter her and put her in the yard, then Volrath's Stronghold to the top of your library and just cast her from your hand when you draw her. Getting her out of the Command Zone is always going to be the hardest part of playing Phage, but once you do, the game usually swings into your favor.
Also, make sure to add Endless Whispers for awesome awesomeness, since they will lose if she dies and gets played from your yard. :P
