Make a real pauper deck!

I'm working on a true pauper deck idea. I'm using a general Joven or Chanddler. Also the other rule is to have every card in it should be not only common, but also never have been rated higher then a common. No Uncommon and stuff like that. I'm building this deck to beat a friend down that has a EDH deck he worked on a lot. I going for all red due to general and have it be fast. Fire beat down. Any ideas out there. I will post my final deck when done.

What do you mean by "...but also never have been rated higher then a common."? Did you mean, rated higher than an Uncommon? What scale do you mean, like Gatherer's ratings? If so, it would be quite difficult as I'm sure there are 0.8 Stars and less Red Uncommons out there and I know Lightning Bolt is pretty near 5 Stars.
Why not just settle for any common? If that is acceptable, try starting here:
The farther down the lists you go, the worst the community rating. I left artifacts in there because there is a very viable artfact subtheme to mono-Red thanks to SOM Block. I couldn't filter out cards that may have been reprinted at a higher rarity or Time Shifted Specials, so I apologize for those but you can just skip them.
Based on your options, goblins look pretty good. Add things like Raid Bombardment, Mogg War Marshal, Kuldotha Rebirth, Goblin Bushwhacker, Empty the Warrens and Brightstone Ritual. You can also combo cards like Kiln Fiend (or Immolating Souleater), Goblin Tunneler, and any number of burn cards.
That should be enough to get some thoughts brewing. Let me know if you need anymore ideas. :-)

I think he means cards like Counterspell, which has been printed at common and uncommon.
