Looking for a cheap and interactive Commander

I'm not new to EDH by any means, but I am also not very good at building decks. I mostly just build token jank decks because that's what I have the most fun with.
My roots are in Modern where I played a lot of midrange and aggro. I love blowing up key pieces of boardstates, then swing in with a powerful army to shatter defenses.
This mostly means that I love Rakdos, as well as Gruul. I also really enjoy Orzhov if I want to go less on the attacking and more on draining life totals into oblivion.
That being said, I'm looking for a new Commander to build around. I'm looking to meet as many criteria as possible:
Cheap; The deck should be about $400 or less. Yes I understand lands can really drive this cost up, but I can make due with cheaper lands or ones I already have access to. So let's say that with a land base of around $160, the rest of the deck would be around $240
Interactive; I want to be able to interact with the board as much as possible, without it becoming a crutch. I don't like decks where I just sit there turn after turn doing nothing. For me, it becomes boring. Even if I am clearly winning (More creatures, higher life total, better card advantage) I personally feel as if I am losing because I am just sitting there doing nothing.
Colors; I am looking for something that is 2 - 3 colors. I find mono-colored decks boring as they don't "do enough", but I do not like 4 - 5 color decks as then they become too complex and I feel like they no longer "have synergy". As stated above, my favorite guilds to build around are Rakdos, Gruul and Orzhov. As far as Shards and Wedges, I actually really enjoy Jund, Abzan, Naya and - oddly enough - Esper. The only two I am opposed to are Izzet and Jeskai. I'm not a fan of and adding in just feels like it slows the deck to a crawl, for me.
Any suggestions? Something that keeps the gas in the engine and keeps the game interesting.
Honestly I remember you saying you really are a fan of tokens and what I've had a lot of fun with, I really suggest Mathas, Fiend Seeker . I've found them to be a fun and interactive deck to play with, with a lot of politicking. But I feel like it's a really easy build around for adding in token strategies and aristocrat strategies mixed. And it's in exactly the right colors for abusing life gain, token death and token creation.
Another one that I've found fun and is really interactive (this time in esper) is Ertai, the Corrupted . The deck is cheap because it's mostly creature production and weird enchantments, but it's also just a really fun weird build with funny effects.

Queen Marchesa that's the deck for you. But your focus is not being the monarch for that creates tokens

A Ruric Thar, the Unbowed build that punishes casting noncreature spells and has a mix of beefy creatures and creatures with killer activated abilities & etb triggers to replicate noncreature spells.

Honestly, sounds like The Scorpion God is the perfect choice for you. I have one and it's one of tho most fun decks I ever made. Take a look, if you want, also it's easily under 250 bucks. The Scorpio Juggernaut

I realize you said white was meh, but I'd like to share my Isperia Deck with you to see if you think it qualifies. It's cheap, fun, interactive, and 2 colors.

The most interactive commander I can think of in these colors are the Shattergang Brothers . But Mathas is a suggestion I support even more.

griffstick; Queen Marchesa looks fun, but I have no idea how I would build around her. Mardu isn't really a strong color pattern for me. I'd have to see how other decks on here run her, but I think it could be fun with Mathas, Fiend Seeker . Then, while their creatures are getting bounty counters, I'm creating 1-shot kill creatures. That just sounds horrific, lol.
ZendikariWol; Of all the Commanders you have listed here, the only one's I've attempted were Grand Warlord Radha and Ruric Thar, the Unbowed . I have a finished Ruric Thar deck on here that is private, but I'm not sure if I enjoy it enough to buy. It's also pretty expensive. One thing I sort of struggle with in regards to Radha is figuring out what to dump the mana into. I feel like it should be the kind of deck you'd see a player like me use - Tokens + big stupid spells, but I can't for the life of me get an appropriate balance between giant finishers like Crater's Claws or Rolling Thunder and bases that produce enough tokens to make it matter. I say tokens because it gives you more mana if you swing with a bunch of 1/1s then if you swing with a few 4/4s. I'll have to look into the rest of your suggestions and check out builds.
smackjack; Marath, Will of the Wild kind of confuses me. It seems to me that this is a Commander you want to constantly die, so that you can bring it out bigger and bigger? Or alternatively, dedicate a huge portion of your deck to putting +1/+1 counters on it? Seems like it'd basically be just two things: Ramp & Counters. I think I could make that work, but I don't know how solid of a build it would be. I am a bit worried that there would run into the conflict of resource management. If I dedicate resources to ramp and counters, I lose defense. If I begin to add defense, ramp and counters drop and Marath becomes less effective. I'll have to see how other users better than myself build it, because right now I haven't the slightest clue.
Woiteck; I've attempted The Scorpion God before now I think twice. Thanks for your deck link. Your deck looks like it's really well streamlined, and I can see the mistakes I was making. I'll definitely look into it a bit more :)
Boza; Hahaha I actually DO have a Shattergang Brothers deck :D It produces 19 different types of tokens, including the super rare Enchantment Creature tokens such as from Pharika, God of Affliction and Hammer of Purphoros . Right now my deck is priced at $1,130 - $1,177 on Card Kingdom :c lmao but once the new Theros set comes out, we should be getting more cards that can make Enchantment Tokens.

I have a deck with The Mimeoplasm that wants to steal and copy the opponents' stuff. It's fairly cheap and fun to play.

Seconding Vona, Butcher of Magan . She’s a fantastic mix of Aggro and control, and all she really needs are a few choice equipment ( Darksteel Plate + Lightning Greaves , Blackblade Reforged if you’re feeling real spicy) and she can absolutely take over a game. The only downside is that if you can’t keep her around, you very easily start losing.

Maybe Xantcha, Sleeper Agent ? She encourages opponents to waste resources on each other and in those colors you can play all kinds of aggro and tempo tricks to take advantage of the time you buy yourself. Aggro can be hit or miss in EDH if you draw the ire of the rest of the table attacking then early.
