So thinking of making kaho,minamo-historian a commander in one of the decks I'm working on and was wondering if you could cast spells that you previously exiled using her ability or if it was only the spells you exiled on that casting as it's not specified on the card itself.

Whenever a permanent refers to itself or cards exiled with it (such as Kaho, Minamo Historian or Mimic Vat ), it is referring to cards exiled with that particular object. When a card leaves the battlefield for any reason, then comes back, it is treated as an entirely new permanent, with none of the connections that the old one had. Therefore, you would only be able to use the spells you exiled on the most recent ETB trigger.
