Is the Global Series legal here?

The Global Series is a new attempt to diversify and bring players from the Chinese market into the game.
As such, these cards are only Standard legal in China itself. They are globally legal in Legacy and Vintage. They are NOT Modern legal.
But nowhere in the entire article does it list EDH.
Are these cards Commander legal? Gatherer says "This card is not playable in any formats." with regards to Ancestor Dragon So, if the official WOTC page promoting the product specifically lists three formats it is legal in (With Standard being restricted to just China), but Gatherer contradicting this, who do we believe and how do we find out about Commander?

Per rule 903.1, Commander's rules are maintained by an independent rules committee at MTGCommander.net.
MTGCommander.net defines the legal cards as "Commander is played with vintage legal cards. Cards are legal to play with as of their sets' prerelease."
As the Global Series cards will be legal for Vintage, they should be legal for Commander as well.

but they are legal there but not on this site. so i am suprised by that!

Tapped Out also says they're not commander legal but because of the Vintage = EDH rule that makes no sense. Regardless, nothing saying they aren't legal, so in my mind they're fine.
