So, I've really been struggling on what commander deck to build. I want something cheap but also able to win. Right now I would just like commander ideas. Be reasonable in both price and usage. Thanks!

The first deck I started winning with was a GW reanimator build with Saffi Eriksdotter at the helm. That was really fun and really interactive, while remaining on a pretty tiny budget.

The great thing about commander as a format is the sheer number of options.
My main EDH deck is run with Ghave, Guru of Spores but my play group got sick of me having to try to not go infinite in order to keep the game fun and fair so i threw together a Yisan, the Wanderer Bard deck which can be found here. Now I'm not saying that is the route you should take but if this is just for kitchen table with friends then I suggest something similar. Fun yet powerful without being outright oppressive.
I would probably go mono color because that automatically makes it cheaper because land bases are pricey.
What style of deck are you looking for?

Bruna, Light of Alabaster is a cheap one to build, just run self mill and tons of enchantments.
Omnath, Locus of Mana lets you play big stompy green things.
Jarad, Golgari Lich Lord is powerful and can be inexpensive to build. Also gives you different ways to win.
Purphoros, God of the Forge /Norin the Wary /Krenko, Mob Boss are all cheap red aggro, lots of fun to play too.
Momir Vig, Simic Visionary looks fairly normal, but he can also combo very quickly and runs mostly cheap creatures.
Stonebrow, Krosan Hero lets you play straight up aggro, it can sometimes win if you can overwhelm them fast enough.
There are so many good commanders and fun strategies, hopefully there are some that appeal to you.

Xenagos, God of Revels is fun for an attack heavy deck
Olivia Voldaren is a fun control option
Neither need much $$ spent on them

For a fun crazy counter budget option check out Vorel of the Hull Clade , you can stay easily under 100 dollars and still have plenty of win cons, plus at the end of the game your brain hurts from keeping track of everything. Check out my budget build

Azami, Lady of Scrolls is a fun deck that can be made into a relatively cheap deck. Just skip the expensive counter spells like Force of Will /Cryptic Command and cram it full of wizards and draw power. Your win con can be a variety of things, such as alpha striking with a Coat of Arms out or decking yourself with a Laboratory Maniac for the win.
Another fun general is Rakdos, Lord of Riots as it allows you to play those heavy CMC cards for dirt cheap. That coupled with the fact that most EDH decks can't handle Aggro well will net you a good number of wins if you tune it well.
