Gaddock Teeg Question

Hi. I am returning to MTG after a 4 year lay off. A friend plays in the EDH format, and I am looking to put together a deck--I was wondering if Gaddock Teeg is a legal commander? Has anyone here who has assembled an EDH deck around him care to share thoughts?

A friend of mine has a Gaddock Teeg Commander deck. I don't remember the exact details, but I know he's still trying to get the land base to work correctly.
