I like the card Bushi Tenderfoot and would like to make a deck with him as my general. but can i use him even though he is legendary when flipped?

508.2. In every zone other than the in-play zone, and also in the in-play zone before the permanent flips, a flip card has only the normal characteristics of the card.

If the flip card is not legendary by default (meaning its unflipped side is not legendary), then it technically can't be used as a general. Many casual groups make house rules overriding this, but if you plan to play at an event or something be aware of the above rule.
