Commander suggestion using creature bounce/ETBs

I am looking to build a new EDH deck that synergies with bouncing (mostly) low cost creatures back to my hand and recasting for trigger ETBs. I have done some searches on Gatherer but haven't found anything that I thought was a lock. I am probably missing some interactions. In my league we play casually with no MLD, Infinite Combos or soft-locks allowed. I figured the best colors would be a combination of at least U/G but I am open to other color combos.

Roon of the Hidden Realm and Brago, King Eternal are great generals for this.

Um. Some of the better flicker generals, off the top of my head:
Roon of the Hidden Realm: Creatures with some of the best ETBs, does funny stuff with Sundial of the Infinite, untap shenanigans to reuse him.
Brago, King Eternal: Mass flicker. Just, all of the things, all at once.
Prime Speaker Zegana: Mostly just flickers herself, but that's usually a pretty big card draw.
Slightly weaker:
Ephara, God of the Polis: Dudes with flash to get some dudes every turn.
Karametra, God of Harvests: Use cards like Whitemane Lion and Stonecloaker to get all of the lands out of your deck. Then play big stompy things.

Brago, King Eternal is one of the better commanders for flicker, Roon of the Hidden Realm as well if you are willing to go tri-color.

Animar, Soul of Elements would let you include higher cost creatures with the trade off that you couldn't include white.

If you're trying to decide between Roon and Brago remember that Brago can go in a Roon deck, but not vice versa.

Another thing to note, is that Brago, King Eternal can flicker non-creatures, while most other blink/flicker commanders can only target creatures. So Brago can reset planeswalkers, Parallax Wave, Tangle Wire, and other noncreatures that you might want to get extra value on.

I think I am going to start with Brago, King Eternal and see where it gets me. I already have a someone with a Roon of the Hidden Realm deck in my playgroup and someone running an Animar, Soul of Elements deck had his deck hated out of the group essentially.

A deck built around Marchesa, the Black Rose can be very fun with psuedo-flicker elements, and an asston of persist/etb creatures.
If you have no soul, you could go mono-blue flicker with Vendilion Clique as your commander.

Another great commander that takes advantage of ETBs is Feldon of the Third Path, but there are always other commanders that take advantage of them too. Karador, Ghost Chieftain, Chainer, Dementia Master, Mikaeus, the Unhallowed, Balthor the Defiled, and even Lavinia of the Tenth make for good flicker/blink commanders.
Roon and Brago ARE the best though.

Sidisi, Brood Tyrant while everyone consider's her as not the "best" but hear me out, using your graveyard as your hand in addition to what you can 'hardcast' is awesome, Sidisi helps dump your library with a sweet ETB (also can throw in Zombie Tribal) and building around ETB's is the most fun I've had with a deck.
Bug isn't the greatest colors for flicker however, blue white with Brago is definitely on my list of things to make, but Dimir Golgari Mill Reanimator with Simic Ramp, pumping out zombies to reanimate not only my creatures but my opponents milled creatures too. Fun Stuff. Graveyard hate sucks though

Sidisi, Brood Tyrant is awesome but sadly we already have 2 people in my league running decks with her and I don't like over loading the playgroup with the same Commander. I may make a deck with her once someone swaps to another deck though.
