Working on my Sultai exile/steal/reanimate mashup build

I've been working on my Sultai deck for EDH. Long story short is I wanted to do something in a Thief of Sanity mechanic style. It was suggested I go Sultai over Esper due to ramp, which I do like way more. Plus I can still play cards like Thief of Sanity. Tasigur is my commander.
Moving forward to today, I still want to play that style of stealing from people's graveyards. I have also discovered I like playing politics, I do not just want to win by creatures, and I want to be able to counter and stop threats that need to be stopped. I will be playing on-one-one sparingly with just my brother, but regularly at my lgs, usually with four other people. I do not want a deck that is OP or competitive, I want to have fun and I do not want to piss people off.
I got back from Magic Fest about 2 hours ago (people need to learn how to shower, for real). It was my first one ever. I took a huge spreadsheet of what I wanted. I got 35 cards total. A fellow redditor made some suggestions for me as well, that is why I picked some of the things up. I got my first ever planeswalker today, Liliana of the Dark Realms. Even if I do not play her, I Just wanted to buy one.

Those are the best suggestions I've heard in the last two days, I will do it all tonight. And I LOVE The Professor. He is fantastic. I do not get into Youtube personalities but I always go to him first if he does something on a topic I need or like.

That is a lot to take in. Here's where I think you should start: Head to EDHREC. It's a website that collects data on Commander decks from sites like TappedOut, and it will let you know what other people are playing in their decks. Here is the EDHREC page for Tasigur. Here is the page for graveyard-themed decks. Here is the page for politics-themed decks. If you have any pet cards from among what you own, you can also plug those into the search bar at EDHREC, and it will tell you what cards are commonly played alongside them.
Before you start to build your list, I recommend you also watch these to videos by MTG content creator The Professor. The first is on general Commander deck construction, and the second is on building a 3-color manabase. You'll probably balk at the costs associated with his manabase-building suggestions, but it's a good roadmap, at least, of how you'll want the finished product to look. Finally, I suggest you read SaffronOlive's 3 biggest Commander deck-building mistakes.
