What is a good library commander? (Plez read description)

My local mana club has challenges every once and a while, and this time I have no idea where to begin. The challenge involves a normal commander deck, only during your end steps, you shuffle all of your permanents (including your commander) into your library, reveal that many cards from the top of your library, and put them all into play. I was originally think of Zurgo Bellstriker, since he has dash, but I have no idea.

What I need help with is finding a commander that likes being in the library and cards that have good enter the battlefield effects

It sounds like in this format your commander really doesnt do much. I would just fill the deck with as many zero cost cards as possible and a ton of giant game winning stuff like Ulamog and other Eldrazi. Basically you drop 3-4 permanents on turn 1, then hope you reveal some big crazy monster to attack with on turn 2.

I would run few-to-no non-permanents. Also, stuff that has 'Enters the Battlefield" and "Leaves the Battlefield" triggers may be handy, anything that draws you cards would be good like Mulldrifter.

Also tokens! Anything with ETB token sounds good.

And mana could be really tricky.. Probably best not to play too many colors.

Oh, and stuff that makes multiple tokens at once. As its easy card advantage.

So all your Permanents get shuffled into your deck every round? Either use a lot of tap effects and make everything have haste or go no permanents whatsoever, only mana, instants, sorceries and as Commander, go Oloro, Ageless Ascetic so he won't ever be on the battlefield, therefore not a permanent and as such wouldn't be shuffled into your library. Of course there is also the Token route with commanders like Ghave, Guru of Spores.

I'd hate playing this. Resolving stuff will take ages, the randomness of the format will make things incredibly hard to predict, and things changing constantly would make playing politics very hard since people can't make long-term plans.

So you fill your deck with lots of lands and 0 cost stuff and then an equal amount of stuff like Emrakul, Ulamog etc etc and win with ease?

With stuff like Hellspark Elemental you may be able to arrange it so that you shuffle it in before its exiled?

Get a Bant General. Build G/W tokens that just pours out as many as possible as fast as possible. Have the only blue card in the deck be a Laboratory Maniac. Proceed to empty your library during the end step, putting out a bunch of things that give mass protection (Avacyn, Angel of Hope, Privileged Position, Sigarda, Host of Herons, and so on). Win during draw step.
