Wanting to make a Persist/Undying EDH deck..

I wanna make some sort of deck based around 1/1 counters and removing them/putting them on and -1-1 counters as well. What colors should I make it? What commander should I use? I'd like to keep the card semi budget so nothing over $15 for the commander or $10 for regular cards. Suggestions?

It brakes your budget but Mikaeus, the Unhallowed is extremely powerful for this kind of deck and the majority of the other cards can be pennies like Triskelion and Tatterkite. You could also do Melira, Sylvok Outcast which has some really cool things you can do though I think is perhaps too limited. These sorts of decks tend to be combo and go infinite so keep that in mind. I would recommend G/W/B as I think that gives the best mix of persist and undying. It also gives Grave Pact, Dictate of Erebos, Butcher of Malakir, Savra, Queen of the Golgari, and Aura Shards. Sadly I don't know of any redundancies for aura shards but maybe that is for the best. Ghave, Guru of Spores gives access to everything I've talked about and removes and adds +1/+1 counters very easily. I pulled my version apart and deleted it but it was a very fun deck. Nothing stayed dead.

Karlov of the Ghost Council Vish Kal, Blood Arbiter These colors are ok for fiddling with counters
Animar, Soul of Elements This commandeer is meh for counters, the colors get some options.
Varolz, the Scar-Striped Mazirek, Kraul Death Priest Reyhan, Last of the Abzan These are some of your heavy hitters with counters.
Ghave, Guru of Spores Daghatar the Adamant The colors are just about the best in-terms of counters, and both can play with their counters.
Atraxa, Praetors' Voice it's Atraxa.... she's Op and gives you every color for counters.
Look into "wither" "infect" "Proliferate"
has quite a bit of wither support, but no commanders that outwardly support it.

Yes the commander is a little over your price range but you can make the rest of the deck rather cheaply

Ghave, Guru of Spores sounds like exactly what you want. My buddy has a pretty good version of it up on this site a lot of the cards in it are over budget for you, but you can get the basic idea of the deck and see if it is what you are looking for.

You can't go wrong with Ghave, Guru of Spores at the helm. He's good for +1/+1 shenanigans and within your budget. As to the -1/-1 counters if you're looking to do this in the same deck then toss in a Vhati il-Dal. If you're looking to make the -1/-1 thematic a different deck then Vhati il-Dal should be at the helm.
