Upheaval

Hello! Recently, I was thinking about the card Upheaval , and its place in Commander. I have two decks that it might fit in, Maelstrom Wanderer and Sygg, River Cutthroat , and I would like some advice on which deck, if either, Upheaval belongs in.
In Maelstrom Wanderer , Upheaval makes for an excellent card to cascade into, leaving me with a 7/5 general with haste as the only permanent (even lands) on the board, which should allow me to clean up the game pretty quickly.
In Sygg, though, I run both Thought Vessel and Reliquary Tower, both of which give me no maximum hand size, and thus negate Upheaval 's drawback that most of the other players will likely feel - having to discard down to hand size at the end of the turn.
Any advice would be much appreciated. Thanks!

Just a heads up that upheaval is banned in commander if going by normal rules. So it don't belong in either deck.
