Anyone got an average phenax mill list ? I'd like to build one but I don't know where to start. For now I can't spend more than 200-300$ on it.

Phenax's EDHRec page would probably be a good place. You can click on "average deck" on the left for a list that you can tune from there.

I agree, EDHrec is the best way to start for inspiration and info about what others play.
