Need help making control Ephara

Recently I've had interest in making a U/W control deck focusing on flicker and flash effects. Originally this idea start with Brago, King Eternal , but I realized I did not want to make another deck that gets hated out on sight.

Instead, I wanted to use Ephara, God of the Polis to fly under the radar and have a more political game. Obviously this wouldn't be the most competitive deck not running the broken U/W commanders, but that's fine. I aim to build decks using the "75%" idea, and occasionally take them to "80%" (what would be 80% in my mind).

The deck so far is Political Homicide. It's still a work in progress, and I'd like help on it. U/W is not something I've really used or have seen in play, so its form and function are new to me. Thank you all!
